In Vegas you can "bypass the motion blur" but I'm not an Avid user so I don't know if it's possible to do in Avid. It's not slowed down very much so should be ok.

I've been handed some footage shot at 29.97fps (or '30fps' as some will say), and am trying to find the best way of transcoding it to run at 25fps. I want the 29.97fps frames to be played equally at 25fps so that the video will be longer, but the footage will play in slow motion.
I've tried using Avid, which slow-mo'd the footage down whilst adding frame blur which looks all wrong.
MPEG Streamclip removed a number of frames every second to bring it down to 25fps, but that's not what I'm trying to do.
Any thoughts?

In Final Cut Pro 7, You can File>Export Quicktime Movie then a window opens and you can select your setting or create your own preset.
If I'm understanding you right I think you want to conform the footage rather than transcoding it, I use Apple cinema tools to do it.
I've not tried AVid yet so that I can not give you the solution to that. But if you wanna change the frame rate from 29.97fps to 25fps, you can try the video convert tool Brorsoft Video Converter to help you to do it. That may be to your expectation.
