It probably just needs perseverance. The voting will increase over time.
If you wanted to, say, enforce it, perhaps users should be required to vote in the current month's VOTM before they can create a new thread in the 'User Videos' board. I'm sure the voting would increase pretty fast that way.
I disagree. I've been patient for a few years. Creating a requirement to vote will likely artificially increase votes, which is something I don't want. The simple answer is that the regular readers don't vote, which is supposed to be how the core votes are cast. For example have you voted in every poll?

I'm inclined to agee with Marc. When he sugggested a few of us regulars helped him out by helping to create the shortlist, this was very successful ... for one month. So if even the keenest can't manage to do a bit more, it's unreasonable to expect Marc, who's plugged aaway at this for years, to keep on doing it in the face of such apathy.
It's might be nice to run the occasional VOTM, whenever someone feels like putting one together. In fact, if Marc's in agreement, why don't you put one together for March?
