Default Increasing a Section of Video Footage

I hope someone will be able to help me out here.

I have a vhs video of old Gala Day footage that I have been asked to edit. The video was taken on a camcorder and there is a section of footage that was taken of a film showing on a projection screen at the Gala. What I want to do with this footage is increase the size to full screen. Does anyone know how I would be able to achieve this?

    Thanks in Advance.

p.s. I have a video card on the pc that allows video/audio input and output - if anyone can advise on what software that I would need to achieve the above.

Personally I would be surprised if you could find any non-linear editor that does not allow this.

However though, be aware that once you apply you digital zoom (to fill the screen with you section) you will lose definition and the result may well prove to be pixellated.
