With what you got there its looking better than the last. The thing about that one is that the black around the boxes are an off black. Match them to the actual layout. If you wanna do that just prnt-scrn open it up in Adobe then import them re color them and do whatever cool things you want with then. It may be unnoticable to other people but thats the first thing I seen. Also the header at the top is uneven as you look at it. Where the line is. It goes then it gets bigger. The final thing would be to smooth out your boxes. They look really jaggedy.

I have very limited experience in designing websites (BenPascoe.co.uk), but just IMO there's a few things I'd change:

too many different fonts, I count 4, you only need 1 or 2

I think it would look better with a white background, the blue is nice though,

if you're using a stroke/border on your boxes use it on both, keep it consistent.

I'd get rid of the Javascript navigation effects, use CSS instead, simpler and quicker to load.

ditch the tables, use CSS to create the lay-out, lot's of reasons why it's a better idea, have a look at alistapart.com for good CSS tutorials and theory.

try and use text instead of pictures of text, it'll make it a lot more accessible and much better for search engines too.

I could have a go at making a basic html/css template following a similar design if you like, I'm not that great but it would be a start and would deal with what I've mentioned.

like the above posted said it has too many fonts. i personally also think its a bit in your face with it being very bold, maybe a more profesional look would suit it? anyway thats my prefered style i guess. as long as a website is easy to navigate and it has decent content it will do the job. here are some websites i done at college if you would like to have a look at my design style (im not saying you will like them as im no where near a pro or anythin!)

I think it looks ace. Makes mine loook completely rubbish ! If I had done that I would be well pleased. There again I did most of my site in 2 days and started with zero knowledge of web design or front page (excuses excuses !).

If I was being really piccy.... the long white line that is broken up by the boxes looks out of place, maybe too many typefaces, and there is lots of black.
