Default Panasonic PV-GS39 ---- yes or no?

hey guys, I'm not a video guru and My head spins from the first hour I tried to look for something I need.

I'm mainly interested in shooting outdoors, but the ocasional family picknic - reunion my come in order too.
Fishing and other outdoors activities will be the "edge" use of the camera.
I set my eyes on a Panasonic PV-GS39.
With 30x zoom and decent (?) lens, it might fit the bill.
The touchscreen of the Sony' is not an andvantage id it's cold out there....

My question is : in the price range is there any contender to this one?
More weatherproof / shock resistant? any other features I overlooked?

Sory for the noob questions, but I am one.

I wouldnt depend on ANY dv cameras being shock or weather resistent. A 'toughened' camera would be cool but I havent seen one. You can get groovy cases for the more popular cameras.
