Default Slowing down the video to a good point.

hi, I have vegas 4.0 and i am using FRAPS to capture this game of mine, sadly the FRAPS im using is 1.9d and doesnt like directx 9.0 or up and will record the videos it captures at a higher limit then what u told it to do. (i.e u put 10FPS and it goes to 60FPS) (O and i have windows 98 so i cant go to another version of FRAPS)so anyways now i need to slow them down without making them look like a acid trip, i have the velocity around 79% - 86% which is almost regualr rate exept it still looks like a trip. Help would be greatly appreciated, and or direct me to a program tht does what im describing.

Looks like an acid trip ? Well that really can mean anything ! Can you describe more clearly the problem? Post a pic maybe ?
