Really could use some help with video

Shot video of a close family member who just passed away. It was his last.

unfortunately it came out looking so bad with excess colors (maybe defective camera).

anyone with ideas on how it can be corrected or at least make it watchable.

Sorry to hear it. It's hard to diagnose this based on the picture you took of your monitor.
What camera did you use to shoot this on? What software did you use to play this back in?
What video editing software do you have?
Are other/older videos from the same camera looking better in the same software on the same hardware as you notice this problem on?

I don’t have the camera anymore. It was a cheap one nonetheless. I played back on VCL in my laptop. I don’t have any video editing software. Can you recommend an easy to use editing software?
