    It's a function of Electronic stabilisation which compares each frame and attempts to match them up (I've seen this many times). OIS detects motion in the actual camera body so not effected.
    Another issue with EIS is that if most of the frame is filled with a consitent shape (eg a ball), the stabilisation will lock onto that and the background will move! (I've acually had this happen with a locked off camera on a tripod many yeasr ago)
    it's likely these things are improving and, as BSG says, best to try out first.
    Unless you really need IS (ie you're going hand held) I'd turn it off though.

    Yes, I think I've had electronic image stabilization wreck a stationary shot.
