I always wait at least 3 to 6 months before upgrading Premiere or After Effects since Adobe is notorious for having extremely buggy first releases. (Basically they just push the update and use the general public as beta tester.)
Try encoding it with AME or if you are doing that try one straight from Premiere. Sometimes there's a significant change. Also check if the update didn't affect any settings (maybe it messed with the graphics preferences).

Oh and colour grading is (like many other effects and scaling and positioning) outsourced to the GPU whereas basic editing is 100% CPU so what possibly happens is that part of the encoding of your sequence is shifted to the GPU but the engine then doesn't use the freed up CPU capacity leaving you with a 40% gap. Maybe if you set the graphics engine to software it'll run everything on the CPU instead...

Well it used to be here:
*First you need to open a project*
File --> Project settings --> General --> Video Rendering and Playback (first drop down menu)

No clue if they still left it there in the latest version but it's been there for at least the past 4 versions.
