Default How to do a tracking crop on a movie file?

I want to Crop a movie. Want to select a box on the movie to be cropped. but I need to move the box on different frames. Say, for instance, I want to move it every .25th of a second. That is because there is an object in the movie that is moving, and I want to outline it and just have it in a single movie file.
To achieve this, I need to be able to do a selection by a box, and then move the box every .25th of a second.
Which software can help me achieve this?
I did some research on the internet and didn't find anything to help me. maybe I don't know the correct keywork.
    Any help is appreciated.
