    Default easier way to do this?

    i'm wanting to kind of sync a image/overlay to a video thats panning, instead of using the pan/crop thing and doing the points step by step is there a easier way to snap it to the video area?
    i want the lights to stay on the building as in the picture below

    Not in Vegas. The term for what you are after is "motion tracking". Download HitFilm Express which is free and has tracking included. Watch a couple of their tutotials on tracking.

    I tend to do my composites in HitFilm and edit the results in Vegas. It works for me,.

    i'm having trouble doing the tracking this, ive tried to look at tutorials but they are only for earlier versions. there is something that tells you how to do it for the verison i have but when i have the track tab open its blank and i cant get any options to appear in it?

    Looks like you haven't tracked anything yet. The method hasn't changed in various versions.
    Can you upload a few seconds of your background video and your "lights" overlay and I'll knock up a quick tutorial using them.
    It'll be in HitFilm Prov4 but will be very similar.

    i dont have internet at the moment so i cant upload anything sorry, would you be able to make a simple motion tracking tutorial with a video and image from start to finish? and adding the video to the track panel etc all the other tutorials ive seen already have the video in there when it starts

    How are you doing the lights? I'm assuming the background is a panning cityscape, but are the lights a .png or what?

    yes thats right, the video is a cityscape with no lights at all and the image ontop is a png transparent image with just the little window shapes in different colours to match the buildings
