Default Need software to write DVDs with subtitles... (would be v grateful for advice)

So basically I'm about to release hours of videos which I edited on Adobe Premiere Elements 11...

Then I realised I couldn't do sidecar subtitles with Elements....

I got Premiere Pro CC but writing closed captions from scratch on it would take forever...

So, I got the freeware 'Subtitle Edit', and made my first subtitle file...

The result of that: .srt file that works fine on e.g. Vimeo, VLC... but the .scc file timings are all over the place on Vimeo, and all over the place on Adobe Premiere Pro...

Adobe needs .scc, won't work with the .srt... I don't understand why this is...maybe a problem with Subtitle Edit.

Not quite sure what to do...

The videos are all done, I am just looking for:
-a program that will render my 1080p vids in the DVD compatible format + make DVD menus with subtitle options on the menus... in the highest possible quality & lowest possible risk of errors...ideally, files that I can send to the manufacturers over the internet instead of actually having to burn DVDs....
-a fully functional Subtitle writing program that will make something compatible with the rendering software... like i said, 'Subtitle Edit' works fine for .srt.

I've been wasting SO many hours and not making much ground on these issues so would eternally grateful if anyone could advise me....

    thanks.

p.s. does adobe encore work with .srt files? i've never used it.

    Default

The two types of file are:
    SRT - SubRip caption files.
    SCC - Scenarist Closed Captions.

The SRT format is very basic. I think they can be used or converted) by Premiere by using 3rd party software, for example:
    http://sugarfx.tv/info/subtitles_SUGARfx.html or http://www.eztitles.com/index.php?page=premiere_plugin or http://www.urusoft.net/products.php?cat=sw&lang=1
