    Default Lighting effects

I'm not sure whether to call it lighting effects or not,but I want to ask you Vegas pro friends on how such lighting effects can be added to your video. They kind of shine/flash like lightning stripes, please help me on that or if you know a tutorial on such effects I would greatly appreciate. Thanks
