You're talking pretty hefty particle generation there, with insane render times even on huge render farms.

You could probably do a scaled down version of that with some sort of particle effects program, but it wouldn't look anywhere near as realistic as the real thing. There's a thought, why not try and find a real storm?

    Default thunder sky

Ok I couldn't find the sample I made last year but here is roughly how I did one that kinda worked.

#Take about 8 photographs of a stormy sky (no lightning just big nasty clouds) all at a huge 2560x1920res on a digital camera.
#Take these into after effects after shopping them to suitable look.
#With 2 layers at a time in after effects bring transparency of top layer down to 50 percent and mask out a few areas too.
    # Now animate both layers to get some cloud motion going
#Use afx's lightning/electricity plugin to generate the lightning bolts.
#Sheet lightning can be done with a white solid between the two cloud layers by flashing the opacity up and down.
#Cycle through the other photos to creat more movement and random clouds

    - It takes alot of playing around with but it is possible to get sommat that looks really effective.

    Default clouds

Another alternative is to use kazaa/emule or whatever peer to peer to search for video backgrounds - you should be able to find summat.
