    How do I achieve (w.r.t the above video)
    - the soft blur growing outward at the very beginning of the video
    - the motion of writing out the text -->is this even possible with premiere pro? google search indicates that it is in the domain of after effects.

    Typically I'd do this in After Effects or Motion. Premiere Pro is not designed for this kind of compositing. If you don't know After Effects then check out the After Effects Apprentice series on Lynda.com.

    I suspect that even with AE, it could be a hard task. I think it would require each stroke of the pen to be on separate layer; and then the start and end times of each strokes must be co-ordinated to occur at the correct time. Perhaps an alternative method would be to use a wacom tablet to manually draw the letters into a graphics app; and to record the screen.

    I believe there is a plug in that does the handwriting effect in after Effects called write-on or you could use the method used HERE in this tutorial.
