What do you mean by make a menu?
A video is simply that - some (edited) footage that can be played in a media player of some sort.
Menus occur in software/hardware that plays videos.
Like DVDs or BluRay or thingies that i don't know about on the web
If it is DVDs/BluRays you're after, what you are really asking about is a DVD Authoring program. Many consumer grade video editors include DVD authoring, but some (eg Windows Movie Maker) don't.

Sony's "Movie Studio Platinum" is a real bargain at 51.95 as it comes with the editing software and "DVD Architect Studio" which is DVD authoring software. You can do a lot more with these than you can with Pinnacle 12. Plus I've never had a DVD fail to burn properly with DVDA when I used Pinnacle I had this happen around 50% of the time.

As stated previously, DVDA Studio 5.0 comes with Movie Studio Platinum 12 and there are other consumer grade authoring programs of course.
Many of us use DVDA. It's not a PHD kind of software, so be prepared for a bit of a learning curve.
