Default Adobe Premiere Elements 1-Slow Moton set area of clip

Ready to start editing video, I need to better understand how to perform slow motion. On Elements Premieire 1 you can drag a clip to make its run time slower by stretching the clips on the timeline. How would you get slow motion in just one set area of a clip. On sports clip I'm looking to highlight one manuver in slow motion, not the complete clip.
    Thanks

Use the razor tool to split your large clip into smaller clips. Then simply use the time stretch function on the smaller clip of your choice.

    Enjoy
