Default Image Pan - Premiere v7

I have used Premiew v.5 and v. 6 and they both have an "image pan" effect.

I cannot find this effect in version 7. It is one of the best effects for image stills but I dont see a way to do it.

Double click on the clip in the timeline to get it into the left hand side of the monitor window. Click on the effects tab hear and under the effects tab, under fixed effects is "position" - you don't have to add the effect - it is there anyway. I believe this is the effect that you want.
