Default how well does adobe perform?

right now i am using "Arc Soft Video Editor" it has all the basics and was a nice setup that came with my PC. However, i've decided to step it up a little bit by looking for another editor with more effects and transitions.

I was wondering if Adobe had editors that allow clip 1 to be play with its audio but at the same time clip 2's audio only is playing while clip 1 and audio 1 is playing...then eventually it switches from clip 1 visual to clip 2 with the audio and video of clip 2 playing while clip 1 is completely passed.

    thank you,
    -Jon
(i'm looking for an inexpensive editor, if there is any)

You have a way with words . Premiere Elements has multiple audio and video tracks and will be able to do this.
