    Question How to get this effect (innovative surf video)

    hi, im starting to use premiere (plan to learn after effects too), have used mostly imovie before; the effect Im most interested in right now is used a lot in this video but look specially for this times:

    3:05 to 3:08

    I guess there is more than 1 effect going on ... (of course no need to mention slow motion)

    Do you mean the film burn ? The orange flash ?

    no , (big coincidence I just found out about that one), I mean the "warp", is it a warp? and putting that film strip image around it; I would also like to know how to have a background image/video instead of the black background

    It's just a picture in picture but it's also got an angle on it. I can't tell you how to do it with Adobe as I'm a Sony user but if you Google "Picture in picture tutorial" and include you particular software, there will be plenty of tutorials on YouTube. You would have to make any background image like the filmstrip in Photoshop or similar program. Then bring that into the editing program for the background.
