Angry Shifting Pitch changes audio - NO HELP FOUND!

So I was editing a video in Sony Vegas pro 11 and I was going to "compress" (opposite of stretch) a short video clip and then pitch shift to get that stupid (hilariouse) chipmunk effect.
So I compress the video with ctrl + drag and then click on properties. There is suppose to be a "Shift pitch" box for me to click on but there is non! And I have seen it before, I do NOT understand why this isnt working. Even more odd/annoying is that after I have compressed the clip, when I listen to it, the audio have changed to a completley different part of the video!
I have two gifs in this video, is it because of those? I checked Normalize on the audio also, is it cuz of that? Because I tried to remove the normalization and I still couldnt "shift pitch".

Can someone please please please help me? I have no idea what is wrong :c
