Default Which effect is this?(VERY VERY EASY)

Hello there, I am a newbie to this forum, hope y'all are doing great

I am trying to find the name of this VERY VERY basic effect, I am trying to look for that effect that gives you the name of a person with some animations(on the bottom of the screen), just as in here--
    And in here--

Don't know if I am missing something here. Both images appear static. Just a basic back ground image with a text box over the top. If there is an animation usually there is a create banner function in most editing software somewhere. Can you be a bit more specific in what you are trying to do. Oh and welcome to the forum.

Lower thirds it is, you could make the images in a drawing package with a clear background, there are also some free GIF making programs if your NLE will take them.
