I used Google to search for adobe premiere elements add watermark . Which of those methods have you tried?
On Vegas Studio you can do watermark (eg as a "spoiler") by using one of the 10 video tracks to display a text title, by dropping the Opacity to 10% (say) the vid will show through. I used this with Credit Roll so the copyright notice is constantly moving and hardy shows.... For a Logo I think you need to swap to a .png file with the non-logo part erased to transparent, this should then show throughout the vid, perhaps in an upper corner.
However, if this is viewed on a CRT you should keep the brightness down to avoid phosphor-burning since it remains stationary throughout the vid. You could use the Pan feature ( in VS) so it moves about where there is a contrast between the Logo and the scene.

I don't think that's really an issue for a "short film". Do people still have CRT screens ?However, if this is viewed on a CRT![]()
