Default pre recorded DVD deteriorating ?

as i was loading a DVD last night i noticed what looked like black tarnishing around the circumference ......

this is a pre recorded film the disc is approximately 3 years old. the disc hasn't been exposed to damp or extremes of temperature. should i be backing this up in case this spreads further ? anyone else had this ?

I would back up all of your DVDs. I've had a few bought DVDs become unplayable, but exposed to exactly the same environment as all of the other discs.
