    Default Trying to replicate the colors and quality of 90's home video, any ideas?

    Should I try to use premiere's effects or another program?

    If you want to mimic this look, you can use what ever tools you have got on hand. To make a video look like this just adjust the contrast colours etc may be add a little blur. You could also look at putting a bit of TV effect if Premier has one to get that wobble that this video has.

    Without know what the source material looks like it's hard to know what tweaking is needed. I'm sure you'll be able to do something to get the look you want.
