Default System speed for adobe premiere

Hi guys anyone out there that can help??
I use Adobe Premiere Pro CS4 on a dell laptop intel processor 500 @2.00 GHz, 4 gig RAM
However using premiere is a nightmare because it is stalling all the time, as soon as i play a clip the cpu usage is up 100%. Anyone else encounter this problem??

I'm not sure if you're editing SD or HD footage, but your hardware is not fast enough to edit well.

Laptops without an i5 processor or faster will struggle quite a bit. Also, most laptops only have 5400 rpm hard drives, which is not fast enough to edit SD smoothly, let alone HD footage.

I think it's time for an upgrade.
