Default how to increase a video bitrate

Does anyone know how to increase the bitrate for a video extracted from a DVD in order to increase the picture quality, perhaps using adobe premiere or any other suggested software?

You can't add quality to a video by adding a higher bit rate the quality has to be there in the first place. The bit rate of video from a DVD is usually around 8Mb per sec to increase this will not improve the image quality.
