The editing may well have been done in Vegas but the 3D modelling and animation certainly wasn't!
EDIT: OK just saw the "at 0:51" at the bottom of your post ....

I'm guessing you mean the sort of fire effect over the video.

I'd imagine you can do this with your main video on one track and a generated media - Noise Texture on the track above with the composition &age set very low.

    I'll have a go later....

Try this for the Generated Media:
    Noise Style: Fractal - Smooth
    No of Layers = 1
    Frequency X: 4.0 y:2.0
    Offset X: 0 Y: -3.0
    Progress: 0

Noise Parameters Min 0 Max 1 Bias 0
    Amplitude 1
    Grain 1

    Colour A: red
    Colour B: yellow

Now create a new keyframe at 2 secs. Leave all the parameters the same except:
    Offset Y: 3.0
    Progress: 15.0

You now have a gen med of 2 secs which you can trim to what you need. Drop the opacity to around 50% so that the lower track shows through and you've got what I think is a useful starting point.

It's in the game rct3. How did the bridge float down into the water. You can't do that in the game. It was editing. The particle effects are in game to.

Well if you'd said that in the first place I wouldn't have spent time explaining how to achieve the effect at 0.51.
What's more at 0.51 is a black screen.
If what happens just before 0.51 is really done in Vegas it's done with Bezier masks. Read up on it.
