Capturing from DV to PC is a lossless process, so whatever your film will be identical to that transfered to your PC. To this extent, if you film "broadcast quality" DV, you'll capture "broadcast quality" with any generic firewire card.
Right. I heard that it is best to start with the card and build the pc around that..but what should you spend to get a good card, also need to know for soundcards too..any ideas?

It entirely depends on your budget and what you want out of the card. For realtime effects and MPEG2 rendering, the current favourite amongst the home user is the RT.X100. This card is (allegedly) very fussy about the hardware it supports and you should carefully read the Matrox forums and tech support guides before building a system.
