    Default Video Clip Transparency

Before switching to Premier I used Sony Vegas and it was really quite easy to just right click the clip and go from Alpha Source > Lighten which made the clip sort of overlay on another clip. Is there a way to do this in Premiere? I can't seem to figure it out.

click the clip on the time line, at the top of the leftmost monitor, there should be a tab called Video Effects. click on a tab and under motion, there should be opacity.

i use RGB keying feature of Premiere... its easy to use... better read the manual first... if you have it, read it... then the rest is just a work in the park
