    anyone know how to get that effect so that i can expand resolution by putting black pixels or pixels between it to make it bigger?

    It's a close up of a TV screen. You could play the footage on a TV and zoom into the screen with your camera. Or use a TV simulator FX like the one in Sony Vegas.

    The technique is normally classed under "Pop art" or "Pointillism" effects. I've just had a quick google and haven't had much luck with those keywords, mind. If you're looking for that "recorded off the TV effect", then Vegas has something to offer, as Midnight Blue suggested.     Could the picture simply be expanded; and then overlaid with a still, transparent image containing the fill texture (i.e. the dots)?
