Thanks for posting the pics. That really helped explain the challenge.
As you might expect it's actually quite simple.
Use Pan and Crop (as you have done in your example) to crop the image to the bit you want to show.
Use TRACK MOTION to position the cropped image on your displayed screen. Track motion is one of the icons in the track header - the bit to the left of each track on the timeline.
Incidentally, you don't say whether you have Vegas Pro or one of the Movie Studio versions. To produce a result as per your "something like this" example, you'll need Vegas Pro or you'll need to produce interim renders as each "image" (nine in your example) will require one track and VMS has a maximum of four video tracks.
