Default Apply static blur to PART of a clip in Vid. Stud. Pro X2?

Hi, I recently bought Corel Video Studio Pro X2. I would like to do the following:

A clip will have a relatively stationary (as stationary as handheld permits) sign in a train station, with trains going past behind it. I want to apply a COPS style blur or pixelation to obscure the name on the sign, while not applying any blur / pixelation to anything else in the clip.

If this were, say, Photoshop, I would use the magic lasso or freehand selection tool to select the sign, then apply the effect.

Is there an easy way to do this in ProX2? ? I tried messing around with a mask but it wouldn't seem to let me to "select" a part of a clip; instead it encompassed the whole clip, and changing the mask dimensions therefore changed the whole clip's dimensions... not what I'm looking for.

I'd be grateful for any advice -- especially as mastering this would allow me to selectively apply other FX to clips as well.
