Default I need help with a small video effect

I've been seeing this effect a lot in various movies and I can't figure out how to do it. It basically looks like cropping the upper and lower regions of the picture, while the left and right sides remain intact. I think cropping, so I went straight for the event pan/crop button, but couldn't figure out how to do it. Here are a couple pictures to better describe it.

I took two screen-shots from a video that does this effect. Picture 1 is what this video was before the effect took place, and picture 2 displays the effect itself.

    Picture 1: http://i44.tinypic.com/2cdwz9f.jpg

    Picture 2: http://i41.tinypic.com/fncxuw.jpg

Both images were taken as the same height and width (from youtube). How can I do this?

btw I'm using Sony Vegas 8

It's commonly known as "letterboxing" and is the effect of showing a widescreen format in a less widescreen playback device. Commonly used for showing the full width of very widescreen films on TV.

To achieve the effect in Vegas you can indeed use pan and crop.

The important thing is to keep an eye on the buttons along the left hand side of the pan and crop window.
Make sure the 5th button down (Lock Aspect Ratio) is switched OFF
Make sure the 6th button down (Size about center) is switched ON

Now simply grab the top (or bottom) of the marquee (dotted line around the image) - the cursor will turn into a double-headed arrow - and drag down (or up). You'll see the effect in the preview window.
