What type of camcorder do you have and how are you connecting it to your laptop? You first need to capture or transfer the files off the camcorder and onto the computer hard disk. Then you need to open the video in a video editor, Windows Movie Maker will do to start with if you have nothing else. Then you connect the external mic to the computer (if it has a mic socket), then find the section of the video where you want to do the voice over and play the video back on the time line and do a few practice runs at it first to get the timing correct. Then move the playback head to the start of the section and when you are ready hit the record button and say your piece.
