Default white stripes- blue orchid.... how ?

i'm working with some media students , making a music video and one of them showed me the 'white stripes, blue orchid video', and asked me how that sort of stuttering, animated look to the video was achieved

At a guess I would suggest that it's recorded at 8 fps with a short shutter speed and then each frame printed three times with occasional variations to give the effect.

cheers for that. i was wondering whether it was mainly pre or post production. the students are all using sony hard drive camcorders so there's not much chance of adjusting camera settings. do you think it would be possible to simulate this sort of effect in editing software (only very approximately, obviously)? they're using premiere elements

You may well find that, depending on which camcorder they're using, it can be started in camera. Failing that, yes, it should be quite easy to replicate in the edit. The tutor will know how to do it.

I'd have thought this would be pretty easy in post for anyone who can write a script in NLE software that will accept a script. Did I say Sony Vegas?
Anyone care to have a go?
