Default how to edit a video - basic

example, I have a video, it is 10 minutes, it is about a person, it shows her face sometimes, her full body sometimes, her turns left and turns right sometimes,
can you make her eyes 200% bigger all the time.

    what is the simplest way?

I only want to enlarge her eyes, and in every picture through video, her eyes should be the enlarge size.
