I have a series of mpeg/dat files converted from vcd's and these have dual layer sounds (different languages). What prog will allow me to edit one of the layers of sound away so I can re burn these files to disk?

Forgive me if I'm wrong, but I believe the default audio is in AVSEQnn.DAT, with additional audio tracks hold in AUDIOnn.DAT files.
Pretty much any editing application will let you delete audio from an MPEG and replace it with another file (e.g from AUDIOnn.DAT). Try out Pure Motion Edit Studio 4...
