Try using a WIPE effect to display the text bit by bit as the object moves across the screen. Timing it precisely might be a problem though.

Is the text already in the video or are you planning on adding it yourself?

It all depends on your scene how you would go about this.

A way that it could be done, as in your example clip, would be to take some footage with the empty background (no skaters) then take the footage with the foreground object/s in (the skaters).

Now use a difference matte key to separate the foreground and background and put the text in between.

It would probably take more work animating mask shapes to tidy things up.

im planning on filming a background, then filming the same background with a skater passing, then adding the text after.

Sounds like the effect I did in my 'Final Hit' title sequence. I walked across the screen, in front of my movie title, which was, in turn, in front of the movie background. There's a link at the bottom of Untitled Document. Is that what you want?

If so, then I roto'd it in Photoshop. Created my title, exported my clip as a sequence of stills. imported each n turn to photoshop, cut and pasted my title as a layer over the top and then simple masked/deleted the bits of the title layer that shoul dbe 'behind' me.

Nowadays, I would do the effect in After Effects though. back then I didn;t have it.
