Can't see YouTube from this machine so presume this is showing a talking mouth through a hole in a stillimage effect?

Another idea, other than that already discussed under that curious namke of 'Conan O'Brien Effect' is that you might be able to animate the original still insetad using the new 'puppet' tool in Adobe After Effect CS3 if you have it. Might be a whole ton of key framing but you should be able to do it.

Ok.. that video is using just a small set of still pictures, ones with mouth closed and ones with mouth open, and sequencing them to roughly correlate to the dialog. Tedious, but doable.

You'll need to edit your stills in a photoshop sort of picture editor, first.

Actualy looking at the video again it looks like it is the "pupet" feature in AE CS3. I'm still using AE7 so I can't comment on CS3 maybe Alan can.

I'm also using AE7Pro. I know of the puppet tool in CS3 though and have seen a quick demo on video tutorial - that's it. I think it could lend itsefl to this.

It's a mechanism for keyframing the warping/bending of still images.
