what is the best programme to burn dvd

Can anyone tell me which is the best programme to burn dvd.

I have exported my project (dv avi file) from premiere 6.5 and either nero or Sonic My dvd can not make a dvd for me.
Sonic mydvd (came with my dvd writer) stops the burning or preview process after only 4 sec.

I have tried exporting using mpeg encoder but the quality is rubbish.

Get Sonic My DVD to create the files only. Then burn these with your normal burning software.
