    Default poor quality old vcr tape

    I am trying to capture family video from a very old vcr tape. However the picture quality is quite poor. I have used two different players but the tape is the same. I have used a tape head cleaner, but to no avail. The tape has some perfect quality pictures but there are parts that are very "scrambled" and wavy.
    My question is... is it possible to somehow "clean" the bad areas of the tape.

    No this is not easily achieved to get perfect looking video, but applying filters to your video once captured can improve the visual quality. The first step is to get it all transferred.
