you need to create a matte.

lay a copy of the video over the first and blur it out, then create a matte over the person and key it to be transparent.

or there maybe a filter or effect in vegas that will create an effect inside or outside a region, this would be very easy in Edius, and tho I am sure it is possible I'm unsure how as I didn't quite get that deep in, when I tried vegas a few months ago.

This is the esiest way, it gives an appxomiate result but is fine for this blurring effect.

Duplicate the video track so not track 1 is the top track, track 2 underneath and they are the same.

Use the guassian blur plug in on the track 2 with a very lowe settiing, like about .02 ish to get hte blurr.

Then on track 1 selct the cookie cutter plug in. Select the shpae size of the 'cut' you want, as you adjust the size the non blurred section of track one covers the blurred area on track 2 giving the effect you wnat.

Now feather the border and the effect looks like real selctive focus.

If the figure is moving set keyframes ofr the cookie cutter to track the subject. Done.

If this is not accurate enough, and it should be ok then you need to draw a mask, fiddly and time consuming to do more accuratlely than the method above.

Now what happens if you try to use that option with motion... lets say that the girl starts moving and you want to keep her the same, is it hard? or is it something that you would have to do frame by frame??
