I haven't checked the prices on all those components but I would say that sounds a little high. As comparison this is my spec that I have just built within the last month.

Intel Q6600 G0 stepping quad core cpu 4X 2.4 Ghz
gigabyte GA-P35_DQ6 motherboard
Sapphire Radeon X1950 Pro 512 DDR3 PCI-E Dual DVI
4GB OCZ DDR2 1066mhz ram
4 X Samsung 500Gb SATA 2 16Mb Cache, 7200rpm (1 as system drive, 2 in raid and 1 for backup of raid)
2 X Pioneer sata DVR 112D 16x DVD burner
2 X Samsung 22" Widescreen LCD flatscreens
650W psu
Antec 900 gaming case
microsoft keyboard and mouse
Windows vista home premium
Arctic 7 freezer pro replacement cpu cooler and additional fan.
Adobe production premium cs3 student edition.

All in for a little over £2000. I did build this myself so no additional charges there and obviously if you can't get the student edition of prod prem cs3 then thats another £1400 on top but still less than your 5k and probably equally as well specced as your quote.

Best advice I can give is check all your components on the web and see the kind of prices they are going for as I think they may be charging a bit over the top for that.
