Default Velocity envelope speeds
There doesn't seem to be much of a 'speed' range between slowest and fastest on the velocity envelope.

I need the slow speed to be around 15% of normal speed.

Is this possible?

Yes, you can go down to 1% and from -100 to plus 300 in 1% increments. Just add a point and use 'set to'.
