Default Capturing an image/exporting to desktop

I want to export a certain time in the video to a still image picture file. Which process do I have to go through to export the movie part into a jpg. Does anyone know how to do this?

If you are using Vegas, on the preview window you will see an icon of a "floppy disk" thats the baby you want.
