Default Blurring License Plates with Ulead Media Studio Pro
I'm new to all this stuff, so any help would be appreciated. Can Ulead Media Studio Pro blur out license plates? If so, how? If not, what is the cheapest software out there to do it? I don't need to do anything else but blur things out (for privacy reasons).
