under the tools tab in vegas6 it has an option saying Export to playstation portable... what exactly does that do? export a movie directly to psp?

You must have invested in the very latest version, well done! Mine is rubbishy old 6.0a and doesn't have that option!

I would assume it exports your timeline in a format compatible with PSP.
