Not really. I cant be certain as v4 is a way back for me but I am pretty certain it has the velocity envalope and rubber band tool for velocity.
Hold control and drag the end of the clip and it will time stretch the video and the audio. I have to disagree about vegas slo mo abilities - I think they are good.
I am not sure about the platinum edition, give it a try.
