Default 720p files are 2,08 gb -> how to reduce without suffering heavy quality loss SV Pro11

Hello again, this time i found out that mp4 works with Sony Vegas 11 Pro.
So i rendered my 20 gb footage in 720p, because thats what i wanted, got the error where you switch from automatic to GPU and then i rendered 2 hours and had a 10 second black time in the window, which was acceptable all together; but the file size is 2,08 gb.
So i saw a lot of youtubers (without partnership) put up 1080p 35 minute videos (mine is 35 min as well). The maximum file size is even 2 gb so there has to be some trick.
What settings can i reduce to lower file size without destroying the quality? I'll paste my video settings here, audio settings won't be needed i guess because thats minor and the last, i put it on best (saw a tip on a video).

Lower the maximum bitrate. It's more than you really need.

An additonal question before i do that: If i select 2.000.000 Variable Bit rate it tells me my system is low on memory, but my variable settings state 8.000.000 - 16.000.000, why does this problem appear?
Set 2.000.000 - 2.000.000 in the variable settings now, works, i'll post again after rendering.
Does it cut the render time? It seems about 2 hours again.
